I would of love for her to bring back Max, but I think her mind was so set on bringing Jace back, she didn't ask the angel to bring the rest of them back. Also, wasn't she only allow one wish?

She could have wished for all the people to be brought back, its still one wish though it wouldnt have been as romantic as saying Jace
